I've seen ones like it, but not that particular one, looks needlessly complicated and fun to ride.

Pretty neat idea. I have seen the single-sided fork idea seriously proposed as the next great improvement in bicycles. Main advantage is it lets you dismount a tire without taking the wheel off; gets you one step closer to changing a tire like on a car. Disadvantage is that it's inherently heavier. On a car, the extra few pounds don't matter, but on a bike, that's a killer.

I've never changed a car tire without taking the wheel off first

On a bike, most riders fix their own flats, and this would let you do it without taking the wheel off, is the point. I'm not saying this is an overriding concern, but it would simplify fixing a rear flat (which is where I've had 90% of my flats).
It looks like the handlebars do in fact translate the turning to the front wheel. One of those bars is the linkage to the steering, the other is the support for the front.

If you look at the video, the rear is done that way, too. So it's not a fork, but still a single-sided attachment.
Right at the first of the video, you can see the "steering knuckle" that pivots the wheel.
