Electra rack loops?

Anybody know where I can find the little loops that come with the Electra cruiser racks? They get bolted in between the frame and rack at the dropouts and serve as an anchor point for bungee cords, etc. I need a couple for another build but I figured you guys in the cruiser forum might know where to find them
