My 1998 Schwinn Cruiser is heavily decorated in a patriotic theme. I have attached a picture of my bike "Freedom". I want to construct partial wheel covers to cover the front and rear wheel quadrants from noon to 3 p.m. Does anyone have any suggestions on how to go about this? I have constructed what I call a frame insert and have attached a picture of it. I haven't taken a picture of my bike with the Frame Insert installed. Help please. Thank You.

Seems like you could use a european-commuter-style "skirt guard" and fix your art to that. Some of the guards I've seen are on the "fashionable" side even before end-user customization. Might give you the partial coverage you want, plus options for sticking stuff to it. Way to "you-ify" your ride.

Use coroplast (the stuff campaign signs are quite often made out of) and attach it to the fender stays with zip ties. You can either drill holes in the fenders for zip ties or use a hot glue ***, that will scrape off, especially after it gets exposed to UV for a while.
