Chain has to much slack
 
I am changing my rear derailleur and cogs. I purchased a new 10 speed chain. These are the parts

Chain -CN6600 10s 116L
cogs - CS6600 12-23 10s
Derailleur -DR6600

The front chain ring is 105 5500. A52,A42,A30

Do I start taking chain links off?

When I'm on the biggest cog in the front the tension is ok but when I go to the smaller cog there is no tension on the chain.

Did I install it wrong?

Was your last cassette a 12-23? Did you shorten it to begin with? You almost always have to break a chain to fit your bike, since chainstays aren't all the same length.

ok i feel dumb. I took off about 6 links and now everything is awesome.

Gently, by hand, shift into the big chain ring/big cog combination; it should not strain anything doing so. If so your chain is long enough; if not you must add in enough links to make it so or you risk damage to your rear derailleur and possibly the frame.
