Accounting for age with front handlebar bag mounted to decaleur

With the initial setup you'd set the bag on the front rack with the bag backing plate in the decaleur, sharpie the holes on the backing plate and drill the bag. What if you raise your stem? Won't this lead to the bag not resting on the front rack?

These mount to the fork, not the stem, so raising/lowering the stem would not effect the bag height.

looks like the handlebar bag is to be mounted on that device and is not concerned with a front rack.

The weight of the bag is primarily supported by the front rack, but the decaleur holds it in place.
