Brake rubbing on tire with V-brake

I think it is a V-brake. I just bought a 7 speed cruiser and am dialing it in. The back brake rubs against the rear tire even when placed as far down on the V-brake as the slot will allow. It is still right up against the sidewall of the tire, but only on one side. The rubbing occurs only on the side with the gear cluster. As far as i can tell the tire is centered on the frame.

First double check that the wheel is centered between the seat stays. Use your finger something as a gauge and compare both sides. This is important because V-brake shoes rise as the brake opens, so if the wheel is closer to one side, that shoe may rub.

Then make sure the shoes are at he right height so they're on the rim's brake track when closed. Tho is what matters the most. Lastly set the minimum toe in (if any) that's needed. I try to keep toe-in no more than 1/16". Excess-toe-in is problematic because it has one end of the shoe close in while it's risen closer to the tire.

Lastly, beware that wide tires on narrow rims are very sensitive to shoe rise as the brake opens. That's because the tire is leaving the rim more outward than upward and the rising shoe will rub when the brake opens too far.

Check that the brake arms are in symmetrical positions with both pads in contact with the rim.

I kind of looked at that before and they were close but both sides of the brakes were tight as far as placement for brakes relative to rubbing on the tire. So when I went back to it using the finger method I saw there was room for wiggle. I loosened the rear wheel to check, the tire slid forward in the "dropout". The tire was all the way in the back of the dropout. By placing it forward a bit from the most aft position I had room to place the brakes on both sides at a comfortable location so neither were rubbing against the tires.

Thanks for your help. When I break out my road bike to tune up I will check back again for more help.
