Ambrosio evolution formula hub mainteance diassembly

Hi,
Back for some advice. Got a rear Ambrosio Evolution Formula wheel. Wheel is roughly 8-10 yrs old. Bearings not smooth at all. I'm trying to get the hub disassemble but running into problem. Two questions: First, is it a cone & bearing type of hub or cartridge ??. Second how do you disassemble the hub ?? Got a 5mm hex key in the axle and a 17mm wrench on the cone but nothing is moving. I've included a photo. Reverse thread ???
Thanks in advance.
