carbon steerer tubes & stem compatibility

howdy Pro- (and wannabe pro) Mechanics!
I bought a lovely, used, KONA Jake the Snake CX bike (2013 model). Aluminum frame and carbon fork. None of my other bikes have carbon forks, and as a general principle I don't trust carbon. But YOLO! It's a great looking bike, rides like a sports car, and I was hoping to get my kid to ride a bit more and thought this might help motivate him. (and if he doesn't ride, i know i will)

That said, I need to raise the bars.

I have a shorter stem with 8 degrees (I think) of rise: Specialized stem, only part number is H2.
The stem on the bike is a 0 degree Easton. Marked with the torque limit: 45 in-lb.

Can I use the Specialized stem with a carbon steerer tube? I don't know why not, but I don't want to break the steerer tube.
What torque? Same as the Easton?
Any other advice?
