Crank puller. www.parktool.com repair section is a good place to get acquainted with. The excellent Zinn maintenance book only cost about $20.

Removing the bolts and washer (if it has them) is the first step in removing the crank arms from the bottom bracket. Depending on the type of crank arm-to-bottom bracket interface, the cranks could be pressed onto a square spindle or have a splined interface. Regardless, you'll need a "crank puller". The puller threads into the internal threads of the crank arm, and when operated, the puller essentially pushes the crank arm away from the bottom bracket using the power of a screw mechanism.

Check out: https://www.parktool.com/repair_help/FAQrCarm.shtml for how to remove square spindle type. Also, the page has a link for splined interface. Park makes excellent tools, but there are many other decent tool manufacturers out there.

Start by putting the nuts back on the crank arms. Why are you trying to remove the arms? If you are replacing the bottom bracket, you will need special tools for it as well.
