The frame has 36 mm between chainstays at the point where the tire would be the widest. Would a 32 mm tire be OK, to accommodate the truth of the wheel plus possible variations in the actual width of tires?

Yes, until for what ever reason the tire got too close to the stay. Broken spoke, miss mounted wheel, tire side wall injury with a bulge. Trusting the mere numbers and math the 2mm of tire stay gap isn't much. Andy.
