new (used) wheel doesn't spin

Like a lot of middle aged triathletes, I fell prey to the carbon wheels urge and picked up a set of used Mavic Cosmic Carbones off of eBay.
I notice the rear wheel does not seem to spin freely. When on the stand, I give it a whirl and it only turns about half a turn before coming to a stop.
The brakes are not dragging, there's no contact with the frame, and the skewer is not gorrilla'd.
I might have slightly gorrilla'd the cassette lock ring, but if so not by much.

I realize there are a lot of things that this could be... where should I look next?

When you hold the wheel, off the bike, does the axle spin freely & smoothly ?

It's probably this. The bearings are FAR too tight if it's only going half a turn...

Yes. Very informative. Spins freely whether or not I hold onto the cassette.

Sounds like I need to look again for frame or brake rub?

Is it wheel bearing or freehub bearing?
Check by testing with chain off.
Or by twirling axle between fingers. Feel for resistance and smoothness.

If it's off the bike, I can't make it drag - it's smooth and spins easily, whether I hang on to the cassette or not.

If the axle spins freely in your hand but the wheel doesn't spin freely on the bike then it's most likely rubbing something. A QR can't compress the bearings to make it that bad.

Spin the non-cassette side.

If the wheel isn't touching brake or frame - which is quite easy to check, then there isn't much else to blame but something caused by clamping.
I THINK that wheel has cartridge bearings, which shouldn't be able to cause that if installed properly.

Found it.
There's no rub on the brake pads, but it's just barely touching in the crotch of the calipers.
