Does a 1.5" threaded steerer fork = 44mm head tube?

I'm considering ways to restore a Yokota Twin Peaks tandem (late 80s or early 90s, unsure). One of the interesting details is that the frame uses a 1.5" threaded steel fork. As you can imagine, finding replacement parts for this mostly shot headset isn't the easiest.

Would it be reasonable to assume a 1.5" steerer indicates a 44mm head tube and compatibility with new 1.5" treadless headsets and forks? Or was there perhaps an older standard I can't seem to find details on?
