Stupid Cassette question

Stupid Cassette question
So, I'm putting a 7 speed cassette on a 130mm freehub, and I'm told I should use a spacer to take up the... space. That's fine, and I've got the spacer, but do I put it on the inside (nearest the largest cog) or the outside (nearest the smallest cog)?
Or does it matter?

Make certain that the cassette overhangs the freehub by a couple of millimeters so that the lock ring clamps the cassette and doesn't bottom out on the hub instead. There should be no play when the lock ring is cinched down.

130mm is an axle length, not number of speeds.
Now if you are trying to use a 7 speed cassette on an 8/9 speed body, you use a 4.5MM spacer.
I can't imagine how you could use it anyplace but on the inside.
