Shimano M591 and shifter compatability

I have an extra 10 speed cassette, chain and an M591 9 speed derailleur that I'd like to install on a flat bar MTB. Is there a shifter that will make this 9 speed derailleur work on a 10 speed cassette?

Also, the bike is currently a 3x8. Will a 10 speed chain work on these chain rings?

With the exception of some Dura Ace parts, Shimano used the same cable pull ration for their road and mountain indexed drivetrains up through 9-speed. Because of that, we've been able to mix and match parts like using a mountain bike derailleur in a road/touring drivetrain or using an 8-speed derailleur in an otherwise 9-speed system.

With the introduction of 10-speed "Dyna-Sys", though, Shimano went to a different cable pull ratio for their mountain bike shifters and derailleurs. Thus, 10-speed mountain bike shifters and derailleurs won't play well with anything but 10-speed mountain bike parts. (Maybe 11, too, but I'm not up to date on the new stuff.)

10-speed road gear kept the old pull ratio, though, so like cobba pointed out, you can use a 10-speed road shifter to make your M591 9-speed derailleur shift 10 cogs. The catch would be what you'd use up front since Shimano road and mountain bike front derailleurs have historically used different pull ratios. If you want matching shifters for front and rear, you'd have to use a road derailleur up front, but those are typically meant for bigger chainrings than you'd find on a mountain bike.

Tiagra 4600 flat bar shifters are probably the only option (for flat bar shifters). They're 10-speed road, and use the same cable pulls as the other 10-speed road components.

Shimano Tiagra 4600 2x10sp Flat Bar Shifter | Chain Reaction Cycles

Tiagra 4700 flat bar shifters WILL NOT work. Despite being 10-speed, they use the newer 11-speed cable pull ratios.
