Thanks everyone. It's a two piece crank with the bottom bracket spindle, chainrings and crank arm all connected and not removable - the ND side does have a traditional cottered crank. I now have more time to do this, so I will take Fietsbob's approach, grind out the rust and get it filled with brass at a neighborhood auto garage that does some bike work and rethread sometime in the future.
