BMX Driver Replacement?

My son has a late model 24" BMX bike. Like most modern BMX bikes, it has a 9T driver instead of a freewheel. It appears to be seized for some reason. Can this be taken apart and serviced? Or does it need replacing? Bike is a Stolen Saint, if that matters.
