etap rear derailleur hits spokes

I started the installation of sram etap wifli; all was going well until the rear derailleur. The instructions (along with the video) tell you to adjust the rear derailleur all the way inboard. I mounted it and, much to my dismay, the derailleur is well inside my wheel - more than just hitting the spokes. I micro-adjusted the derailleur as far outboard as it will possibly go and the pulley is not even close to aligned with the large sprocket. I will have the hanger checked for alignment which is a possible problem but it would have to be hugely out of alignment for this.

I see plenty of discussion about this online without satisfactory answers. I have not installed the chain - it is not installed on the video and there's no mention that the chain must be installed for the derailleur to stay out of the wheel. Is this a wifli issue or does this occur with the short cage derailleur too?

Even if the pulley lines up with the chain on I am really concerned about destroying the derailleur and/or wheel in the event of a broken or dropped chain. This is not out of the realm of possibility for this particular bike.

I would appreciate any feedback from those of you who have installed etap on your bike(s).

[UPDATE] turns out sram has a short, different video for the etap wifli and the chain MUST be installed right away before adjusting. It is still disconcerting to think a dropped or broken chain will send this derailleur into the spokes ...
