Mounting downtube shifters to handlebars?

Hey so do you think it would work if I attach the downtube shifter to the end of drop handlebars and then stuff inner tube in to make up for the difference in diamater? Downtube shifters are 28mm and the clamp which is the thickest part is 26mm.

Or maybe just use a bar-end shifter instead?

Why do this, if it is at all possible?

won't work
inner tube is squishy rubber, and will flex too much with all the back and fourth motions of the levers. causing it to eventually abrade away and loosen

if you're going to do it, make shims by cutting and splitting rings from old steel handlebars

or use Bar End Shifters
which are actually designed to mount in that location...
and won't be so awkward to use as having 2 levers right next to each other.

Get Kelly Take-Offs or just mount the shifter on a bar-end plug.

Rivendell sells bar-end "pods" to mount downtube shifters as bar-ends, if that's what you want:

Another reason this won't work: downtube shifters don't have a stop for the cable housing. Bar-end "pods" supply this stop.
