Is this a paint crack?
 
And is it safe?

Bike is a Trek Domane ALR disc - this is the carbon fork with Al steerer. Bike has < 300 miles on it at this point.

This is the front fork dropout, the side opposite the handle for the Thru-axle.

Ahh I see it - looks like whatever was used to tighten that caught it as it tightened. Without being able to feel it, it looks harmless to me.

If I were certain there were no structural problems there (which there doesn't seem to be, but I would want to feel it - or have them inspect it at the shop) - I'd be happy with throwing some touchup paint on there...just for looks and also to be sure there is a layer of paint on top of the carbon - although the layer of paint would be simply precautionary for me - since I don't know much about carbon fiber, personally.

OP,
Bring it in and have the dealer look at it...to my eyes the was an area was there before it was painted, you can see the spot on the right side where the paint is still there.
It may just a chip that was caused by tightening as others have said, bring it in and let the dealer chip the paint away further in order to verify no additional problems, if all good touch-up and go.
You don't need to be worrying about it on the downhills.

If the edges of the "gash" are rounded, smooth, polished, or have clear coat on them, then it is highly unlikely to be a chip or scratch. More than likely came from the factory like that.

It is hard to photograph, but it looks like this happened after the clearcoat was applied - the edges are ragged rather than covered with a layer of clear coat.

I'll bring it to my local shop today.

Considering the irregular surface at the same place, I'd say it's defective.
