Shimano shifter

I bought a used bicycle and the right shifter isn't engaging at all.

what type/brand of bike? what design/brand shifter? twist, lever, thumb lever, dual lever trigger?

The type of shifter would help. My guess, without any other information: gummed up lubricant in the shifter causing the pawls to not engage correctly (using a "dead" lever).
