Weird thing happening with rear derailleur in my 36/28
i noticed that when I'm putting power down when climbing in my lowest gear 36/28, my rear derailleur can shift back and forth, as if the derailleur is losing tension or something.. the limit screw was not well adjusted, so I adjusted that, but it was still happening. I'm pretty sure the cable tension is pretty dialed in. it's possible that my hanger is slightly bent, although I don't see how. something similar was happening before, where the rear derailleur would do something weird, and make a weird noise, when it was in the 36/28, and I fixed that by loosening the tension of the derailleur by (tightening?) the b-screw. What could be the problem this time?

How is the derailleur moving, sideways or fore-and-aft?

The b screw is used for adjusting the position of the upper jockey wheel of the RD to the cassette you could follow an online tutorial to compare your how yours is set, personally I wind it all the way out and then check if it is hitting on any of the gear combinations. If your hanger is bent then it is possible that under load in that combo that it is just tickling the spokes you can usually hear that one as a light tinkling. If you have a quick link remove your chain and check the RD swivels freely back and forth around the derailleur bolt they sometimes bind up there.

If you mean that your derailleur is making noises as it's trying to move the chain to another sprocket, I'd suspect binding or lack of lubricant somewhere in the cable; that, or (if you're using friction shifters) the shift lever bolt is a bit undertorqued.
Adjusting the B screw, as suggested by several posters, is the first thing I'd try, though.
