You're in an air pollution control district that isn't as restricted. The loons decided that my quart of OMS was an ozone hazard here. If I want it, I'll have to do what others do; bring some back on trips to NorCal or neighboring states.

In the meantime....

While you can't get it in the SCAQMD, Home Depot carries mineral spirits that is formulated for CARB standards in 21 stores around San Diego. The furthest north is Oceanside.
