Profile h2o Threadless stem - am i going crazy?

I must be

I bought a 2000ish profile h2o threadless tem today for a project bike. I took it out of the packaging, unscrewed the top and bottom bolt, and as I unscrewed the top I thought to myself "ok, the top screw is shorter than the bottom one"

Our scene changes to two hours later where I am now located on the floor with the stem in one hand, and a hex key in the other, trying to jam the small screw into it's respective hole. It just doesn't want to fit. I'm absolutely positive it's the same screw, and the same hole. I tried the other screw, and it fits in the spot too, up to a point, and then it just spins in the whole and doesn't go any tighter.

I'm absolutely going out of my mind with this. I've tried all kinds of things to try and get this bolt to go back in but all it does is laugh at me in that way that makes me scream obscenities even though I'm the only person in the room. What should I be doing? Anyone else with this same stem that can make sure I didn't pull a houdini on myself and switch the normal bolt with a slightly larger one by accident?

Are you tightening the other bolt before installing the the one that won't fit? If you pinch the lower stem bolt first, sometimes the upper one will not fit because the top is flaired out causing the holes to misalign.

I've tried it every which way. I've even tried tightening the bolt by itself, it still won't fit. It must not be the same bolt, which I refuse to believe, because I'm positive it is.

I want to kill something >
