There are some problems with your question. Optimum means ideal, but shelf life is normally considered more of a recommended maximum. Further it's impossible to give one figure for shelf life under any given condition. Stored in a dark, cool place and partially inflated the tubes will be usable for many years, possibly even decades. Stored out of the box in a hot, dry environment, tightly folded, near a sunny window, with ozone producing machinery nearby would greatly shorten that shelf life.

cny-bikeman's right. Is your question specific (that is "I have a case of innertubes that are 10 years old, and were stored in my basement. Can I use them?"). Or is this generic? In engineering, we use something called time-temperature superposition to help estimate life of polymers (and butyl rubber is a polymeric material). Basically, you heat a material up and keep it at temperature and test it periodically. Using some physics (look up Arrhenius equation) you can use the degradation rate at higher temp to figure out the rate at room temperature. But for rubber, other things (like moisture, ozone, sunlight, gamma radiation) can play a part.
