I guess both, even bar-ends or handlebar mount too. I just want to know what´s available then I go from there for my commuter build.

Putting aside the fact that we can’t decide for you what is “cheap”, all you have to do is Google friction shift levers, preceded by stem, downtube, thumb or bar end.

Your nearest bike shop or co-op probably has used friction shifters in a scrounge box. I prefer barcons, but they tend to cost a little more due to enthusiast demand. Shifters for stem and downtube would likely be under ten bucks.

Another thing, most indexed shifters also have a setting for friction so you can use them either way depending on your needs.

I have a pair of modern Shimano 10 speed LEFT SIDE friction shifters. No right side shifter, but the lefty will operate on either side of the bike.
Relatively cheap.

Pre-current 10-speed Shimano downtube and barend shifters all offer a friction setting for the right side (rear) shifter and, of course, the left side (front) shifter is always friction. If you find a set of 7,8 or 9-speed indexed Shimano shifters cheap enough, you can operate them in friction mode.

5 by 2 = 10 speeds were always friction.. look for parts made before you were born.

Purely friction shifters don't have "speeds". They just have a range of cable pull and lever throw. So long as the shifter is paired with a derailleur whose range and pull ratio will allow you to span the whole width of the cogset, a friction shifter can have as few or as many "speeds" as you want.

Some indexed shifters have a friction mode. The index function determines the number of speeds. In friction mode, the lever won't care how many "speeds" your drivetrain has.

If you're looking for cheap friction shifters, SunRace makes thumbies, stem shifters, and downtube shifters. You'll need to select something that's compatible to mount to your frame/stem/bar. I like old SunTour bar end shifters, prior to their indexing stuff, and those can sometimes be found at reasonable prices.
