Secondary retention washers
 
The attached image shows a type of secondary retention device I'm not familiar with. It's just a washer with a flange. Can anyone tell me the theory behind how it works?

The flange doesn't seem to quite fit within the dropout slots. I'm at a loss as to how to reinstall these washers, and have ordered some tabbed retention washers instead.

The fork tips won't allow them to slide in, but there should be a circle milled into the dropouts that the flange will sit into.

The flange will not slide in with the axle, it has to be inserted axially after the axle in seated.

That's what I would have thought. But check the attached photos. There is no circle milled into the dropouts.

It's a low-end bike. Maybe it was just built wrongly at the factory.

All is resolved. A friend of mine had some spare, tabbed retention washers. We put those on. They fit the fork perfectly.
