Removal of water trapped in tubeless rims

I have a set of Bontrager Tubeless rims (but I am using tubes). This morning, during my weekly maintenance, I heard water sloshing in the wheel. I removed the tire and tube, and both were a little wet.

However, the majority of the water is in the annular void between the rim and the tubeless liner. I examined the tubeless liner but not sure how best to remove it. Right now, I have the wheel (less tire and tube) sitting upright with the valve hole down, in order to ge the water out. But I want to remove the liner and dry it out well.

How is this liner removed?

Thanks!
