What could be causing this top race to not sit squarely in the cup? Is it necissarily a bent steerer?

Crown race sits evenly in lower cup.

Take it apart, rather than take a picture, and find out.

Ovalized top cone or cup, Balls have gotten bunched up on themselves. If a retaining ring was holding the balls evenly spaced it might have failed. Andy

In the extreme case, could be that the ends of the headtube are not parallel, there are tools to face the headtube. Or fork steerer might be bent. Another reason could be that the top race of the headset was not pressed in correctly and is not even.

Taking a closer look this evening— seems like the top race is not even in the headtube.
