SRAM XXO Rear mech skipping a gear

Happens when changing up gears (to smaller cogs) from the 5th cog to the 4th cog.

It always doesn’t shift to the 4th smallest cog. The index clicks as normal, but the derailleur doesn’t move, if I click again, then it does move, but drops to the 3rd (as it should).

I assume dirt in the housing, but it is so consistent with that same gear, that I would think that dirt would cause it to miss other gears too
