Brake reach too long?
 
Hey, a bike I picked up recently has brakes where the pads are as high up as they can go but it looks like they are only just covering the rim's braking surface. It seems like they've rubbed a bit below the braking surface too since the top of the Shimano logo is cut off. The area above the brake pad appears to have no wear so maybe these calipers have always been on the bike? The reach is 47mm - 57mm. My question is: is this normal or should short reach brakes be used instead?

Sounds like they are the wrong reach. If 47 mm is too low than short reach calipers (37-47) should be correct.

Judging from the pictures, it looks like you're maxed out. Definitely needs shorter reach. Did those wheels come with the bike?
