Bent Shimano rear derailleur

Hello,
I think the wire tie in to my derailleur is bent outwards. There is a small spring piece (see photos) that looks like it should be pressed against the derailleur. However that would make the wire angle increase. Downshifting is tough...like the wire is tight.





This is a folding bike and when I adjust the wire sleeve it does little to straighten the angle. Any advice appreciated.
