V brake toe in problem
 
I have been trying to toe in my v brakes to hit the front side of the brakes to the rim first but every time they end up hitting the back side first.i have tried using a card and penny and by hand to toe but it always go to the other side.rim is in good true too.

Suggest you remove the pads from the brake arms, take some fine sandpaper or steel wool and remove any corrosion on all the mating surfaces including the conical washers, place a little grease on the conical surfaces, and reassemble.

Use a good sized zip tie loosely around the pad, won't fall off or out. Then with the nut loose use the lever to clamp the pads tight in position against the rim and snug the nut up. Then you can crank it while holding the pad from moving. If you have post types then put a short piece of plastic hose on each post to hold the spacing while you clamp and tighten.

Are you sure you have the conical washers in the correct arrangement? Changing the angle of the pad should be trivial, but if you have the washers in the wrong order it is impossible to adjust.

I greased the bolt where the nuts and washers where and rearranged them in a diagram i saw online and it worked!
