RockShox Reba Race 2009 pushloc not returning

I have a pair of 2009 RockShox Reba Race with a pushloc that does not fully return when changing from lockout to suspension.
Despite the age, they have no seen a great deal of use, and were working satisfactorily but I felt they would last even longer if given a proper service.
Therefore, I serviced them - both lowers and uppers.
I followed the instructions as closely as I could. I stipped them down; cleaned them up; and put them back together with all the proper weights of new oil and with SRAM Butter Slickoleum grease.

Now the pushloc springs back but not fully, and requires a little help by hand where the cable engages the top of the fork leg. I've replaced the cable several times; ensured the cable is long enough and has a nice curve from bar to forks; and even lubed the cable but all to no effect.
When I turn the knob on the top of the fork leg by hand it shows there is spring tension. I wonder whether it does not spring back using the pushlock becaue it doesn't have the same tension as before? i.e. I didn't put the fork back together correctly, in particular the dampner. Or perhaps it just needs to be ridden a bit and some movement will get it working.

What do you think? How should I fix this?

So with the cable detached, you can turn the blue knob by hand and it returns to fully open? It should feel a bit stiff when you turn it by hand and snap back with some authority.

I know that you set the “unlocked” compression by a knob on the poplock lever that prevents the compression knob on the fork from fully returning. Is that set fully open?

I should have been more clear: when you turn the blue knob by hand, the return spring should feel pretty stiff, but there should be no real friction in the motion of the knob.

I have a 2008 Reba that I have rebuilt a few times, but it has been a while. I don’t recall taking anything apart that involved the return spring. Maybe my memory is wrong, it has been at least 5 years.

Thank you for your reply Kapusta.
Yes, I can turn the blue knob by hand and it returns fully due to spring tension. It is a little difficult to turn and it does snap back with some authority.
I did not set 'unlocked' compression by a knob on the poploc lever because I am actually using a pushloc lever. It has just one lever that with one push depresses the lever and locks the fork, and with a second push releases the lever and unlocks the fork. I added a link in my first post showing an image of the pushloc (Here is it again)

I did a bit of tinkering today and I noticed that the silver, top 'nut' that has "GATE----> +" written on it could be rotated independently. I rotated it all the way clockwise (in the direction of the arrow) fully and now the pushloc problem I originally posted about has gone! The pushloc lever returns after being released.
I may have solved my own problem or perhaps I have not. Can anyone explain what the 'GATE' does? And what opening it fully does? Was this the problem all along? As you can tell, I'm a bit confused.
