Well, rubber cement does not help. Maybe I could hold the liners in with screws?

With those thorns I would look for a used set of 700c wheels and get airless tires or Schwalbe Marathon Plusses. Will cost as much as your current bike but you'll actually get to go on a full ride.
Barring that, a set of 27" Gatorskin Hardshell's will give you the best puncture resistance (and ok ride quality).

I have already bought the tires I'm going to use. Am having a little trouble with Slime protective liners, but the tire issue is over.

Well, in Arizona, (Phoenix) we are having the hottest summer on record so the bicycle has been sitting quietly, but dejected looking, with its new tires.
When we start having sub-ninety degree mornings I'll start putting some miles on them.
