Rear of the frame is a bit bent
 
Any idea how I can fix this? Seems is not depending from dropouts...

The frame is fine the but wheel is in crooked or was not centered when built. The hole for the brake should centered on the center rib on the tire. Roger

from the picture I would say that the wheel needs redishing to center it. Step back and take a picture that shows the entire wheel.

How do you know the wheel not sitting below the brake hole is "Seems is not depending from dropouts." ? What was your method to determine that the drop outs are located, WRT the main frame, in an aligned way?

Off dish wheels, bent axles, drop out slot/axle fit play are all common reasons that this image might be. Andy

first thing, flip the wheel around. If the wheel leans to the other side, it’s a wheel dishing issue. If it remains on the same side, it’s a frame issue. Take it to a frame builder for a diagnosis if the frame’s worth it

Did you crash your bike?

There have to be some small shops in Italy, somewhere that can help you out. Start talking to your local bike shops and hopefully one will know someone who knows someone.

I think there are some simple tests you can do, such as tie a string to either your dropouts and run the string to the head tube. Measure to the seat tube, and compare the two sides. Do the same thing at the brake bridge.

Once you define the problem, you can work out a plan to straighten it. There are some low tech methods to straighten if it isn't a very expensive frame.

Agrees but the wheel reversal test won't give why or what is going on, only that some frame thing is the issue. Still some data is better then no data.

My reply's questions were to find out why the OP feels it's a frame thing and to discover if they understand the possible issues at hand. I see this post as a teaching moment of how to assess and think about these types of problems. Andy
