will over tightening riser bolts cause handlebars to creak?

will over tightening riser bolts cause handlebars to creak?
I got a creak in both my bike with strait bars after O\I loosened them to rotate them. I just got a torque wrench and it shows they are tighter then the 5 to 6 pounds

Most bar ant stem torque values are around 5-6 newton meters (Nm). What unit are you using to measure torque? Foot pounds or inch pounds?

nm the bolts were around 7 to 10. I had kept tightening them to help the creak. just got the meter. so I wonder fi it I because they are too tight?

Creaking can usually be remedied by removing bolts and putting grease on the threads, and possibly a VERY light film on the bar at the edges of the stem clamp. In the event of a traditional quill stem, some grease in the steerer tube also helps. I have one bike that has creaks when the desert humidity climbs, though, despite having things greased well.
