Is my old 1" Campy headset missing a part?

Not sure if this should be here or in C&V, so mods please move if need be, but here goes...

I'm rebuilding an older Bianchi with a mix of Campagnolo parts, and scored a late eighties/early nineties Athena(possibly same era Chorus, but 95% sure it's Athena)1" threaded headset for a decent price. After initial visual inspection I noticed the crown race didn't seem to completely cover the caged bearings in the bottom cup. However, I didn't give it a second thought until I'd already cleaned & polished everything and made sure any brinelling marks were just 'false' ones, etc, and put the cones into the frame. So it's got about a .055 gap the entire circumference around, and I'm now wondering, is this possibly the wrong crown race, or is it missing a washer, perhaps? I contacted the guy I'd bought it from and he'd had it in a spare parts bin for years and it was the race that came with it when he purchased it off the bay years earlier. I see online there's a 'lower cone seal' available, is that all i'm gonna need? I'll admit, I'm unfamiliar with the headset, and I haven't popped the race down yet in case I need to remove/replace etc. Thanks in advance for any help on this!

No, but even if they were the gap would still exist. Both caged bearings are the same dimension, so no misplacement there. Also the cups& races are such that if I did invert the cages you'd know by sheer feel alone as they'll only allow for smooth rolling in one direction of placement. The google searching I've done doesn't specifically mention a lower cone seal, but on many of the images I've seen it appears there is such a thing on the cr, hence me wondering if that's what I need?

I have a headset like yours and it has a black plastic ring that snaps onto the crown race to close that gap.

The seal is missing. It is Campagnolo HS-RE006. And check the bearings, they might be in upside down. It actually does make a difference in headset height.
