What purpose does this screw serve on my brake levers?

Sorry, probably a really basic answer but I couldn't find a way to search it on my own. There is a black screw underneath the barrel adjuster on my tektro cantilever brake levers. What purpose does this serve? |
Turn it clockwise see what happens.

I mean I can tell just by looking at it it limits lever travel. I guess I'm just asking for what purpose would one want to limit that when you could just adjust the barrel adjuster?
Well imagine if you had shorter fingers.......and the lever was too far away for you to reach it.....wouldn't it be great if those levers had some sort of mechanism by which that lever could be moved closer to your shorter fingers....say like a reach adjudtment screw..... :) |

Ah, brilliant! I've used coaster brakes the majority of journey biking but used an occasional rim brake and never quite liked the reach to the lever. Just never felt natural. I think I'll be using this. Thank you!
