Ritchey External cup headset.

I have Ritchey external cup headset on my Habanero Ti. The bottom bearings are a bit rough. I pulled fork a ritchey too, and the top bearing sealed came out. Cleaned up fine. The bottom did not. Should I be able to pull the bearings out like the top? I did get a seal off and can see the bearings in track. I cleaned and regreased but now I think I will just replace. Can I or do I need whole new bottom cup? I sure could use some help or what can be done.
