Valvwe stems, tires, and wheels, Oh My!

At the bike exchange we patch a few tubes now and then( lots and lots) and I have a few questions .
1
Why are the holes drilled in the rim always slightly too small to push a rubber Shrader valve through?
I often will drill out the hole with the next size drill so that the valve slides through easily (and yes, I know that often the stem catches on the rubber rim tape).

How can a Shrader valve stem have a hole in it.?
Just yesterday I installed a new Shrader tube only to find there was a pin hole at the top of the stem just under the threaded end.

Can you successfully patch a tube with a pin hole on the tube where the stem is attached?
I just tried this on another new tube. There was a pin hole right at the edge of the valve stem base where the base flange ends . It seems to be holding air but will it fail eventually?

Why do Shrader tubes have rubber stems?
I have seen some tubes with threaded brass stems and this seems like a better way to build them.

1. Maybe the rim is for presta and someone's already "modified" it. Albeit they were going for a tight fit?

2. How can anything possibly be wrong. After all we have standards. <cynical sarcasm>

3. I wouldn't try, I don't flat often enough for it to be in my skill set. But I bet someone has successfully done it. Probably after failing many times.

4. Why do presta valves not have a rubber stem? You got me on that, so I had to return it as a question. <grin>


PS... while I'm making light of your questions, I too hope some have serious answers.

Schraeder tubes don't ALWAYS have rubber stems. Metal is quite common on truck tubes.
