No. Fork installed backwards to place side pull brakes in more aerodynamically advantageous position between fork and down tube.

I've actually seen a reversed fork on a bike in the showroom of the UK's biggest bike retailer and mentioned it to the staff. On a return visit about one week later it was still like it.

Almost.
And it's pretty much always on department-store level bikes, where whoever pulls the bike out of its box doesn't realize that they are packed with the fork reversed to reduce the overall length of the box required. They just set it up the same way it came out of the box.

The Wright Bros bicycle in the Air and Space Museum in downtown DC is displayed with the NDS out. I mentioned this and submitted a document explaining how a bicycle should be displayed. After 10 years, no change.
