'84 Centurion Elite headset question

Howdy all, I was recently reunited with my Centurion Elite and am taking the time to overhaul a few things. The headset currently has me stumped; the top locknut came off after some lube and persuasion, but now there's what looks like a keyed lock washer sitting on top of a knurled top race. I've soaked the thing in PB blaster and tried to get between the washer and race with a razor blade but it won't budge. I'm afraid to try unscrewing the top race because it seems like that would smash the lock washer into the fork threads and destroy them.

Working on getting pics to load... this is my 10th post so perhaps I can add them after I post...?

You don’t want to turn top race if the washer tab is already centered in the keyway. If it is already jammed against one of the threaded edges, I would tighten or loosen the top race to center the tab.

John sort of mentioned the common issue of the lock ring having spun on the steerer and its tab getting jammed in the threads. The quick solution starts with grabbing the lock washer with lock jaw plyers and rotating it to recenter the tab in the groove. Then the lock washer should freely (or nearly so) be removeable, sometimes a little pry action under it helps. Andy

Got er! So that notched ring is threaded, not a washer. I feel kinda dumb for not noticing that it looked like something a spanner wrench might fit. Left it soaking in PB overnight and then was able to get some channel locks on it with a rag. No washer on top of the notched lock ring, and no washers/rubber rings protecting the caged bearings. Thanks all!

An old inner tube can be used for a seal/jacket around the headset upper and lower stacks. Andy
