Threaded 1" Headset adjust

Working on a 1986 Schwinn Tempo with Tange Falcon headset. Everything looks good on cups and cones and bearings, but by the time I get the play out of the fork, I am already binding on the bearings. What am I missing, where to look next.

Did you replace anything during the overhaul? Say bearing balls and/or retainers? If so did you use the wrong size balls or too many of them in one or both races?

That was it. This headset they tried to add some seals too. They really don't help the setup. Took out the seals and flipped the bearings, all is good

Yes but be sure both are. It's easier to reverse the lower bearing.
