You could try wrapping the BB cup threads with teflon tape. (The stuff plumbers use.) If the cups are rocking at all that should silence them. And that tape has zero drawback; just a blessing come removal time.

In my case it's definitely the chain, like knocking the gunk off actually made it louder. Which doesn't make sense to me but I guess cleaned and with a fresh lube is louder than the chain running over the cogs with a bit of old lube thickened up between them. That's a new one for me!
