Park Tool BTS-1 facing tool - how do you remove the handles?

Using this tool for the first time. I have the taps buried into the BB shell and now I want to install the facing cutter. Problem is, I can't remove the handles. When I watch the Park Tools video, Calvin just pulls it out with a satisfying pop. I'm pulling with all my might and the handle will not come out of either side. What am I missing?

Did you install part #3 instead of part #4?

Yup, that’s what it was. The tool has been sitting on a pegboard, unused for years and I guess the last person who used it installed the snap rings.
