How do I buy a Replacement rimm for Fuji Feather?

You could/should take the bike to a local bike shop.

Fuji has been known for their badge labeling and color complimenting anodizing of rims (and other parts). These OEM parts are likely not available aftermarket but very similar parts should be, just not an exact cosmetic match. I agree that for many/most the LBS is a good and easy choice to try first. On a tight Budget?27" or 700c rim? measure the rim from outer lip to outer lip.. under 25"? it's a 700c.. Over 25"? it's a 27".

now.. measure the rim WIDTH, then find a used wheel in that same size/width. Front Wheels are easy, they're all 100mm wide at the axle locknuts.. Rear wheels are anywhere from 120mm to 135mm O.L.D. ("Over Locknut Dimension"... < look up this term).. if it's a rear wheel you need, then yes, you'll want help from a bike shop, judging that you had to ask how to find a rim.

and your rims are almost assuredly 700c rims...
