My front right side brake pad is touching the tire while the left side one is not. How do i fix/adjust the brake pad so there is a gap between the brake and the tire?

Is it cantilever brakes or v-brakes ?

In either case, there are one or two tiny screws on the arms, near the pivot point. These are tension screws and you could change the tension by turning these littles screws one way or the other.

Brakeset Alloy dual pivot w/Tiagra STI levers

one easy fix is to loosen the cable tension using the barrel adjust where the cable attaches to the caliper. Go to park tool sight and you can see how to use the centering screws on your brakes. Their is one on each arm of the caliper on your brakes I believe.

Or, take it to a bike shop. That would be the easiest and quickest fix.

Clarification.
Rich22 you asked if one pad touching is what I called dragging?
I responded "one pad always on rim, yup draggin". I didn't say that
was normal.
