Sizing Seatpost Clamps

I am looking for a seatpost clamp for a mountainbike frame. The seatpost is (I believe) 27.2 mm and a bike shop I brought the frame to told me I needed a 30mm clamp (though they don't sell seatpost clamps). I purchased a 30mm clamp on-line but it's too small. I got in touch with the person who sold me the frame and he said I need a 30.2mm clamp, but he didn't have one and I can't find a 30.2 mm seatpost clamp anywhere; I've looked at literally a hundred on line. I'm tempted to buy a 30.6mm clamp, but am afraid that will not tighten sufficiently. Any suggestions (and yes I've tried measuring but have no way to be accurate within fractions of a millimeter)?

Unless you have a oneoff clamp that only fits your frame the clamp size must be 30.6 if the 30.0 clamp was to small, unless it was way to small. Why does your shop not stock seat clamps?
The sizes I see listed are 28.6, 30.0, 30.6, 32, 35.0, 36.4. So the jumps are big enough that you can tell even with a ruler which size you need, except for the 30-30.6 jump and you already know the 30 won't fit.

If you don't have calipers to measure the seat tube, use a piece of string to wrap around the tube.
The circumference of 30.6mm dia is about 3-3/4inches.
