I have the same bike, Specialized makes a great tire called the Hemisphere EX, (26 x 1.95) works great for street and light dirt.

if my tire is 26x1.95 what does 1.95 stand for? is it the width or the height of the tire?can i put a 1.3 or a 2.0 on this rim?thanks.

It fefers to the width of the tire. You could go 1.5, not sure about 1.3. You could go as high as 2.5 probably, but that is assuming your fork allows for that.

2.5 almost surely won't work. 2.2's are iffy if the bike didn't come with them originally.

Kenda has some nice cheap hybrid tires or u can go completely slick but u might wanna go skinnier like 1.5.(less rolling resistance)

For many years I ran a Hard Rock with 1.5" IRC Metro tires. Much better for road, never got any flats that I recall.
