Can't find 21.1 stem...

Can the locknut simply be replaced to accomodate a more commonly available size or does the whole headset need to be replaced? What are my options?

Is this on an old cruiser or other "kids" type bike? I don't think the headset is the problem. The inner diameter of the steerer is probably the limiting factor in what size stem fits.

Options-

Change fork and locknut to one that accepts the larger diameter stem.

Find the correct sized stem. A lot of old schwinn , Raleigh , nishiki bicycles use this size. Sometimes it is labeled in inches. .0833 I beleive.

What you are dealing with is thicker fork tubeing on the bike that has the 21.1 stem but has the same outside diameter as the the ones that use the larger diameter stem.

Some have " turned down" the larger stems but I wouldnt try it.

A friend has a mid-70's Schwinn. He refurbished the bike (powder-coat, etc., etc.) and found that he couldn't get the handlebars high enough to suit him. He bought a Nitto Technomic stem, but had the same problem described here. He took it down to the local machine shop and had the lock nut and fork steerer tube bored out to accept the new stem. The shop manager was dubious at first, but after some thought decided that steerer tube walls were strong enough. Cost was $25. That was a couple years ago, and he's had no problems.
